Demand-to-capacity loop
The model supports a bounded planning decision; it does not imply that a portfolio item is funded, staffed, or accepted.
Record the sponsor, problem, intended value, affected services, urgency, dependencies, required date, evidence gaps, and accountable demand owner.
Review role needs, skill assumptions, availability source, committed work, constraints, and data ownership before representing capacity.
Choose items with sufficient definition and named ownership; document exclusions and unresolved dependencies rather than forcing a complete score.
Connect demand, portfolio, delivery, and resource-planning owners to a defined input, decision forum, output, and escalation path.
Inspect throughput, aging, assignment, capacity signals, decision latency, data quality, exceptions, and ownership without inventing a threshold or outcome.
Name the accountable authority, supporting evidence, conditions, risks, next action, and review date. Unresolved capacity or dependency evidence stays unresolved.
