Demand-to-capacity loop

Connect qualified demand to capacity, cadence, ownership, and an explicit portfolio decision.

The model supports a bounded planning decision; it does not imply that a portfolio item is funded, staffed, or accepted.

Define the demand and decision boundary.

Record the sponsor, problem, intended value, affected services, urgency, dependencies, required date, evidence gaps, and accountable demand owner.

Compare demand with planning and staffing evidence.

Review role needs, skill assumptions, availability source, committed work, constraints, and data ownership before representing capacity.

Select a bounded cohort for evaluation.

Choose items with sufficient definition and named ownership; document exclusions and unresolved dependencies rather than forcing a complete score.

Operate a visible review cadence.

Connect demand, portfolio, delivery, and resource-planning owners to a defined input, decision forum, output, and escalation path.

Review measures and operating dependencies.

Inspect throughput, aging, assignment, capacity signals, decision latency, data quality, exceptions, and ownership without inventing a threshold or outcome.

Record scale, adjust, hold, or stop.

Name the accountable authority, supporting evidence, conditions, risks, next action, and review date. Unresolved capacity or dependency evidence stays unresolved.

Planning loop: qualify demand → compare capacity → select cohort → run cadence → review evidence → scale, adjust, hold, or stop.

Use the model to connect demand, capacity, prioritization criteria, accountable review, and the resulting portfolio decision.
