Data-foundation review

Trace each service-data decision from source to functional evidence.

The checklist exposes missing ownership and evidence; it does not assign a passing state.

Bound the records and authoritative sources.

Name the CI and service populations, intended uses, source systems, collection paths, required attributes, exclusions, and current unknowns.

Assign ownership to definitions and decisions.

Identify the data owner, service owner, steward, reconciliation owner, platform owner, and escalation authority for each relevant class or service layer.

Inspect relationship purpose and quality.

Trace which relationships support service context, impact, reporting, workflow, or operational decisions; distinguish absent evidence from an accepted exception.

Make quality and remediation controls explicit.

Define identification, reconciliation, certification, exception, archival, and remediation rules with owners and review cadence.

Prove the intended use through a bounded scenario.

Test the relevant record, relationship, owner, workflow, report, and exception path. Record supported, partial, unresolved, or not-applicable status rather than assuming readiness.

Readiness trace: source and scope → ownership → relationships → controls → functional evidence; missing evidence remains visible.
